Job Description


The Director Environmental Engineering will have network-wide responsibility for all environmental engineering projects related to capital investments and operational projects throughout the entire lifecycle. This position will serve as the sole licensed engineer for KCS with responsibility spanning broadly, including permitting, sustainability reporting, day-to-day activities and environmental/hazmat remediation.


  • Manages all activities in accordance with strict KCS governance and governmental regulatory requirements;

  • Coordinates with multiple internal units including, but not limited to, Engineering, Mechanical, Accounting and purchasing, as well as external partners and vendors;

  • Supervises employees and contractors;

  • Resides in U.S. with work scope for U.S. and Mexico.

Capital projects

  • Leads capital projects from the environmental point of view including planning, guidance and oversight for progress, milestones, obstacles, budgetary and regulatory elements. Sustainability and CDP reporting

  • Serves as the SME from the environmental team for all HSE related elements required for the sustainability report and required CDP report;

  • Leads the data gathering, reporting and program next steps for KCS’ HSE team;

  • Spearheads the collaboration with internal colleagues, external entities, other railroads and sustainability consultants; Permitting

  • Manages the permitting process from inception to implementation for all environmental permits including air, waste water, storm water, and waste for all of KCSR’s 3,400 track miles and facilities as well as KCSM’s 3,300 track miles and facilities;

  • Owns the lifecycle of permitting including first time applications and renewals for all of KCS’ (U.S. and Mexico’s) environmental permits;

  • Oversees the activities for SPCC, SWPPP, NPDES, and FRP programs.


  • Directs and leads the remediation efforts for KCSR and KCSM;

  • Tracks and reports status of remediation efforts to stay within regulatory requirements;

  • Drives efforts to completion on time, on budget and on target;

  • Manages the full complexity of remediation efforts including Hazmat.

Operations and Maintenance

  • Supervises manager of environmental operations and compliance;

  • Manages the relationships and performance of environmental contractors for KCS;

  • Leads the day to day operations and maintenance efforts for KCS for all areas within the Environmental group.

Inspection and Repair

  • Develops and manages plan for inspection of all storage tanks at KCS and out of service repairs as required;

  • Provides efficiencies for inspection and repair to allow KCS to stay on budget and on task.

Engineering Contract management

  • Serves as the only licensed environmental engineer for KCS;

  • Guides strategic efforts related to engineering contracts including content, scope of work, direction and negotiations.


  • Provides strong leadership to environmental colleagues, non-environmental colleagues, external partners and vendors. Lead worker performing the same work as those directed, including overseeing work quality, training, and instruction;

  • Manages external resources (i.e., contractors and/or partners) to ensure all stay on task, on budget and within regulatory requirements.

  • Fiscal Accountability

  • Contributes to the development of the departmental budget;

  • Manages a budget of $500K to $3MM for capital and operational budget programs;

  • Manages directly when requests or changes are outside budget scope.

  • Bachelor’s degree from four-year college or university - Engineering degree is required;

  • 10 years Environmental engineering and remediation experience.


  • Professional Engineer license.


  • Environmental, Civil, Chemical or Mechanical (Engineering) degree;

  • Microsoft Access;

  • Other software applications (Salesforce, Concur) ;

  • Mainframe (SAP);

  • Spanish speaking and/or reading ability.


  • Travel, sometimes with short notice, up to 75% should be expected.
